The Academy of Romanian Scientists (AOSR) and “Ovidius” University of Constanța organized the National Autumn Scientific Conference titled “Science for a Healthy Society” between 21-23 September 2023, at the “Ovidius” University Campus in Constanța.
Dr. Eng. Ionuț Petre and Prof. Dr. Eng. Florin Pop presented a paper on Smart governance for climate-neutral transition in smart cities, highlighting advances and challenges within this topical field.
The concept of smart cities is rapidly evolving, with research focused on quality of life, efficient resource utilization, and flexible collaboration among various entities. These cities are designed to promote sustainable strategies emphasizing ecological transition and achieving climate neutrality. Additionally, cultural and socio-economic dimensions are integrated into this context, underscoring the importance of a participatory approach involving active engagement of local communities in all stages of the decision-making process.
The project aims to offer methodologies for developing urban adaptation plans in Romania and to support climate risk assessments, the selection of adaptation options, and monitoring their implementation.
The main objective of the Climate-Neutral Governance project component, coordinated by ICI Bucharest, is to define policies and strategies for climate-neutral smart cities adapted to the Romanian context. It includes case studies on the circular economy, standards for managing processes, and monitoring the impact of proposed governance solutions.
